Julie Fosty has lived in Bellingham for about ten years and has an 11 year old son and 15 year old foster daughter. She attended Central Washington University and obtained a degree in elementary education. She served as a kindergarten and first grade teacher in the Bethel School District, where she worked with underprivileged children. She later became certified as a Title 26, Title 13 and Title 11 guardian ad litem. The majority of her work focused on representing children involved in dependency cases in Snohomish and Whatcom Counties.
Julie is currently employed as a case manager with Community & Family Services Foundation, a non-profit that licenses and case manages foster homes. She has witnessed the benefits that Blue Skies programs and services have had on raising hope and self-esteem in foster children.
Her goal is to help Blue Skies for Children grow their services and expand their ability to offer opportunities to children in need.
Julie has also served on the board for Whatcom Center for Early Learning and volunteered as a CASA.
